The review has considered how the British Army should analyse, simplify, invest and lead its Human Resource Management system. We sought to challenge the myth that the Army’s systems are outmoded and that the changes in personnel policy have just been driven by the need to make cuts. More in depth analysis of the Army’s manpower combined with a simplification of its HR tools is required to ensure that the scarce budget is correctly invested and that it is well led into the future. Moreover, just as the Army’s doctrine, technology and equipment are widely discussed in journals, the management of the Army’s manpower also requires a debate about its future, so that manpower will remain its ‘decisive edge’.
